Hans Jacob Horst received his M.A. (Cand. Philol.) in 1874. He first became a teacher and later, Headmaster. From 1881 he was engaged in 'The Liberal Union' (Venstreforeningen) and 'The Workers' Union' (Arbeiderforeningen) in Tromsø. He soon became engaged in the local government and was one of the founders of a liberal newspaper, Nordposten.

Horst was a member of the Storting in 1889-1903 and in 1906-1909 where he formed part of the Ecclesiastical Affairs Committee. He was President of the Odelsting in 1892-1900 and President of the Lagting in 1900-1903. Horst was one of the Storting's delegates to the first Interparliamentary Peace Conference in 1890 and was Chairman of the Storting's Peace Association from 1900. He was a member of the International Court of Arbitration in the Hague in 1906-1929.
Horst was a member of the Norwegian Nobel Committee from 1903 until his death in 1931.
