Helge Refsum got his law degree in 1921. He was Secretary in the ministry of Social Affairs in 1921-1926. He became Registrar in 1922. In 1949 he was appointed Presiding Judge at Gulating Court.

Helge Refsum was a deputy member of the Norwegian Nobel Committee from 1953. He took a seat on the committee when Gustav Natvig-Pedersen, a long-time member, died in 1965. He became permanent committee member until 1972.
