Motivation:Hay took part in the Paris peace negotiations to end the Spanish-American War (1898). He is known for the Open Door policy towards China, and he negotiated the treaty that gave the US the right to build the Panama Canal. He promoted international arbitration, and he contributed to the success of both the Inter-Parliamentary Union and of the peace conference at The Hague in 1899.
