Motivation:Hoare and Laval developed the so-called Hoare-Laval Plan for the partition of Ethiopian territory between Italy and Ethiopia (Abyssinia). The plan clearly favored Italy, and was not implemented due to British opposition.

Comments: Réglade's primary choice was an undivided prize to Laval. His secondary suggestion was divided prize between Laval and Hoare. In 1945 Laval was convicted and executed for treason. As leader of the Vichy government he had collaborated closely with Germany during the war.
