Motivation:Laval, together with Samuel Hoare, developed the so-called Hoare-Laval Plan for the partition of Ethiopian territory between Italy and Ethiopia (Abyssinia), in order to solve the conflict between the two states. The plan clearly favored Italy, and was not implemented due to British opposition.
