Motivation:Richter was chairman of the German Peace Association. One of the central figures of the early German peace movement. He attended international peace conferences and presided over the peace conference in Hamburg in 1897. The Inter-Parliamentary Union promoted international arbitration and organized annual inter-parliamentary conferences. The Peace Bureau organized peace conferences, and it collected and published peace literature. It was the heart of the European peace movement, and it co-ordinated the activities of the various national and non-governmental peace organizations.
